The way I read it is you only need the delux kit if you don,t have a towbar.
With a towbar you only need the standard part at $610.

There's nowhere to mount the end pieces without the main section, of which there are two options dependent on whether you have a Mopar towbar or not.

If you look closely at the parts images it's easy to see how it goes together.
