mate i have had the exact same thing since day one of owning my tj, iv just learnt to deal with it as i researched this problem for weeks and couldnt find a definit answer. it takes me anywhere up to 12 mins to fill mine up. i just use it as an excuse to et out and stretch a little more on the longer drives. the best way iv found to do it is to aim the nozzle at the filler hole and fire away at a rate that is constant enough to keep putting fuel in but not so fast as to overflow it.
if you find another way to fill the tj up pm me as id love to be able to do it at a normal rate
