That's right but someone did fit 17" alloys by dropping back to an offset under 19. Not exactly legal but then again neither is lifting one or increasing tyre size if your state has adopted VSB14. Calliper clearance became an issue from the WH. The JK rims only fit on the WJ without any mods at all eg spacers.
