They all whistle because of the air flowing over the cooling fins on the rear of the light.
Go to Clark Rubber and get yourself either some U-seal or pinch weld.
Buy enough to cover two rows of fins. Place one lot on the bottom fin and another 2 - 3 fins above that.
After this you may get some noise if it's a windy day and coming from side on but apart from that this will stop the noise.
