Not sure if my 95 has the fog lamp setup. Never seen any spare wires lurking around. Also, my Jeep fitted roo bar has taken a lot of the wiring. I seem to have an excessive amount of park and indicator lights both on the roo bar and vehicle.
Anyway, here is a bit of light reading for you. Remember, for every mod you do on your Jeep, the government has made a 4000 page rule book.
