If it is bump steer, it is typically caused when the front track bar & the drag link are not parallel.

The steering wheel will stay straight, but because of the angle between the 2 rods, as the axle tilts with the bump it causes the front wheels to change direction.

It's the quickest & easiest thing to check first, if only to eliminate it as the cause. It sounds like you have it covered with the high steer kit, but worth checking?

The other thing it makes me think of is trainlining, where the steering tends to follow any minor ruts in the road. Sometimes corrected by a little toe in, from memory... (But I could be way off there!)
