It is likely when the mechanic replaced the piston rings they didn't hone the cylinder bores for the new rings to bed into or the cylinder bores may not have been honed correctly for the style of rings used.
The good news is that with use the new rings in most cases will eventually bed into the bore and oil consumption will drop, but it will take some milage to do, to have it corrected otherwise will require engine disassembly and correct honing carried out.
