I have worked on and modified classic cars for years and my understanding is that now under national rules, if the engineering certificate is issued by an approved signatory in WA and is recognised and valid in WA it should enjoy the same recognition in Vic.
The RWC issuer will likely need to see a copy of the engineering approval when doing the RWC so that they can see that the vehicle has approval for any modifications.
