As a temporary test, I did what drover suggested and just fitted the ends of the wires into the EGR plug. As soon as the plug was removed from the EGR solenoid the MIL light went on. With the shunt temporarily in place the MIL light went out.
However, I did notice that at idle there was still a small vacuum pressure from the solenoid to the EGR valve even with the shunt in place and the solenoid unplugged. I blocked the vacuum line and capped the EGR valve to prevent the EGR valve from operating at all. I am hopeful this is the procedure to close the EGR.
