You are looking for a ground so use ohms and check between the wire and ground, which will should show a change from open circuit (high reistance) to short circuit (very low resistance) when the wire is grounded.

The other way you can test for ground is similar to using a test bulb. Use DC volts and connect MM to 12V and probe wire/socket with the other lead. When you get a ground 12V will show on the meter.

Another thought. If not already done you could pull the relays and the connector from the PCM you can check continuity on both wires. You should show a good connection on both wires and they should test as open circuit if you put one probe to a good ground. If testing either wire you get open circuit there is a break or bad connection at the terminal crimp within the PDC.
