Beadlocks are legal as long as they are done correct(at least a couple years ago they were), you can only have one weld going around the rim, which means that most bead locks are illegal as they need an additional ring welded to the rim. But most alloy rims are molded to include it, but might not be adr approved still.
This was quite awhile ago in vic, so thing might have changed
