Had exactly the same symptoms a few months ago. After the shagging around to get the horn pad off it was a 2 min job. I used a 5mm Allen key (ex ikea) and ground a chamfer to leaver under 2 top loops. Google for a picture and it'll make sense. I didn't do the loctite but I see no reason why not. I suspect a 120+kg gorilla hanging on over the rough stuff caused the wheel to loosen. Be sure to disconnect the battery, as a safety precaution. Good luck
