NO!
Skimming rotors eliminates grooves, hot spots & warp.
Some dumb rule in Europe mandates emergency
braking tests straight off the production line.
Others include; negating test drives to bed in pads,
improved braking feel to prevent non-mechanics freaking out.
But quick bedding in is a main reason for this feature
(on new OEM rotors)
