Possible way to fix the problem with the hawse bolts hitting the winch is to drill and countersink the 2 holes for the hawse from the inside of the bar and use countersunk allen head bolts and fit your hawse before the winch, in my case i have 10 mm thick steel that i had tapped to fit my hawse.
