Hey Shauny B my TJ did this like 4 weeks ago, would crank over fine but just would not start, after a week of a sparky checking everything known that causes a fault like this they found the security module directly behind the key release button had given up working, After getting another one from Melbourne and getting it programmed at jeep to my keys the mighty TJ roared back to life.....
Not saying this is your problem but if you run a multi meter on the ignition line from the key and check if you have 12 volts going in as well as out.
Just another thing to check before you pull out your hair

Try unplugging the front o2 sensor at the top, if it starts you need a new o2 sensor!

Just want to say thank you to every ones reply, i removed the old seezed starter and bought a new one from poly 4x4 good bunch of people there. Put it in and it fired up, ran a little rough at first but then smoothed back out could be because the battery was disconnected, here are some things to look for from my starter problem if your starter does bite the dust. cheers
* No spark
* Cranks then stops but while turning the ignition it still keeps wanting to try to start but it doesn't crank.
* The jeep can feel like it wants to stall by cutting out.
