The cooler just drops the temp of the fuel as it returns to the tank, cuts down on vapour, you would be surprised how hot the diesel in the tank gets as a fair amount of fuel is returned from the engine, more so when their is less fuel in tank.
I have often wondered just how effective the cooler is, as road temps around my way can be 40deg C or higher so remounting to a more protected spot would be a better option than total removal as it must do something to improve the temp situation.
