Its probably that "performance blend" diesel you can get these days, same affect that steroids have on humans
If it was the clock spring I would think the fuse would pop without being pressed.

Mine has the exact opposite problem. Always Horn.
I mean it!
Just yesterday I fitted up my recon steering box, turned lock to lock, and the horn started shouting and wouldn't turn off. Had to disconnect the battery in a hurry to switch the damn thing off.
Car still runs fine now I've disconnected the horns, but the airbag light is on now.
Had to go to work so left it there. Any Ideas? (Before I delve into the column) Things to check? Before I light the match!!!

So I suppose I could strap that on for when I wanted to use it......... Seems overkill. I can get my old horn to work if I manipulate it manually, it just wont go off automatically.
