Default Brake problems

Hey guys anybody have any good info on cj brakes. I have had cylinders resleeved, drums skimmed, new pads fitted and changed fluid. There is also a brake booster fitted but my problem is that I can't achieve more than 60% retardation? on the brake test for the safety certificate, (need 70%). The problem is that under hard braking it is locking up the drivers front, I have tried with the vacuum pipe disconnected and swapped drums and pads over but still get the same result, any help would be appreciated.

HI Buzzcutter,

Have you checked the front passengers side brake line for damage (dents or kinks) or a blockage in the line? If the drivers side front is locking up then perhaps there's more pressure going to that side.
Also check that the caliper piston is free and not sticking or leaking.

I made up this little clip to bleed my brakes, it goes over the proportioning value and stops the pin coming out, that got my brakes going great.
Also have you replaced the master/ booster and did you change the rod inside the master just wondering as it may be to short if you had none powered brakes before.

Most probable cause is passenger's side seized up as suggested by Gearloose.

Thanks for the answers guys just a bit of an update. I managed to get hold of a touch pyro so I could look at drum temps as I was testing. Each time I checked all four were within a couple of degrees of each other so I think from this I can deduce that all four drums are operating correctly. I also had a play with tyre pressures and found that dropping the drivers side created more grip thus preventing the early lockup I had been getting. This combined with the testing which must have bedded in the pads has done enough for the brakes to pass
