With the adjustment of the tail gate, where do I access the adjustment screws? The 2 little caps on top of the body side of the hinges?

I would use yellow or black contact gel glue
think the adjustment screws are the main hinge bolts (2 x4 each)
lock mechanism has nuts underneath
4 x rubber bumpstops have screws
You have not adequately described your problem
the hinges can be damaged or missing shims
the tailgate should have the correct gap in all planes, not stick up or out.
isnt all that easy to get it perfect, but can be done if nothing is damaged
