I definitley have a fault on the Jeep now as I ran the caravan with the reverse pin on the caravan trailer disconnectef put car in reverse and I get no voltage at trailer plug or either side of the backup (tow reverse) fuse 28. So it looks like it must have blown the relay contacts but I just can't find the darn relay.

Not uncommon at all, more often in a wall and causing massive drama, you will find it easier to just run a new feed up the draw bar hook the new one on the end of the old one and pull it thru and reconnect at either end just check how many wires are in the run first and note which colour goes where ................... having done this before trying to replace individual wires when this happens takes forever as you have no idea if other wires have been compromised enough to just fail later on.... Reverse lights on a van are really more aesthetic than useful, I would just turn them into reflectors and disconnect it all at the 7 pin on Jeep and use it for something else..
Don't forget to have a look inside the fuse box lid...
