It's also about removing dickheads from the roads in skylifted slinky sprung illegally modded 4x4's who make the rest of us look bad.
If you want to escape attention you need to lift a 4x4 proportionally so it doesn't look overdone, I've heard of guys getting away with 35 inch tyres easily but being pulled over when they fitted their 285's because the smaller tyres make the vehicle look like it's lifted higher with too much space under the guards. It's aboput first impressions usually unless it's a "pull everyone in" roadside blitz.
