Not quite. It means while they cannot just continuously circle it can go from front at 0 degrees both left & right by 190 degrees.

But doing a full 380 degree circle sounds more interesting!

It sort of goes the same way as people describing a politician who reverses their position as having "done a 360 on the topic". What!? There are 720 degrees in a circle in their world!? Same for when a poli "backflips". I don't know where they are, but whenever I have done one or seen one done, I ended up facing the same direction I started!

Just get a 240V/12V power-pack of ebay. I got a 10amp unit for $30 some time ago, all my garage lights are 12V (cheap ebay "work lights") all wired through that. You need sunglasses to walk in there.. Cheap and cheerful!
