I was not concerned so much about the bolts on the frame as many of the retail kits use the rolling thread (or self tapping) bolt method. As Steve points out, they are just additional support to the ones on the pinch seam and as a result won't be under anything more than upward force if you manage to run the belly of your Jeep aground. There are a lot of other things that are likely to scrape first though!
Depending on the driving you do, if you think you will regularly scrape the underside of your Jeep and want the heaviest duty possible, then I would suggest you weld the inner arms to the chassis rail.
