They look normal from what I remember, as if the driver would request to keep the idle there.
I say it's not a hardware issue since as soon as you shift into low range, it drops to 750.

Same in 2002 and same in 2004 models. I'll check the ECU version in the 2004

Bug or maybe intended feature?

The only mention I see of raised RPM in the FSM is this...

Limp-In Mode
If there is a fault detected with the accelerator pedal position sensor, the ECM will set the engine speed at 1100 RPM.

I presume it would also set a code for that though.

Yep. Tps both potentiometer voltages are ok. Also trasfercase switch resistances and wiring to ecu is ok. Ecu request idle rpm to 750rpm but ecu not realize that motor is spinning about 1500rpm. It feels like ecu thinks the motor load is much more than it's real, and thats why the engine is speeding idle rpm.

I learned not to blip the throttle when in Park or Neutral and the problem is "gone"

Yep. Same thing. When engine is hot and you are driving its pulls so much when slowing down that you must sit on brake pedal..
