Not sure about the type of fuel pump fited but a lack of smoke at high revs would acount for the pressure drop in the line as the engine demands and is supplied the fuel therefore less pressure and leaks out the line into the valley causing the smoke when reved. Pressure test the fuel line.
I don't think this is the case as looking down under the swirl motor, i can see smoke coming out as i start the engine BONE COLD.

Well if not from egr or fuel or oil leak i guess it could also be from an exhaust port / intake manifold leak... would have thought unlikely but would explain why she blows harder on start up and settles when the mix and burn evens out.

Take your oil filler cap off and start it.
Is the smoke still there?
Is it using oil?

Here is a pic of the back of my turbo

Could be an exhaust leak blowing around the turbo?

I'm going to say exhaust. Smoke straight away when cold.

Now if its not EGR pipe I am guessing its the EGR COOLER.

Is there a way to block the ego to test f the exhaust leak is from the egr system?

Something like blocking the valve or unpluging it.

Was going to put a blank plate temporary on the egr but its too fiddly at the back of the motor so thought there might be other ways

Its my understanding that the EGR is closed above 1500 rpm.

If you unplug the EGR it should remain closed, will throw a code and go into limp mode but remain closed.
