suggest you soak / spray all the bolts with penetrating oil for 2- 5 days befor you do the job.
take to the threads with a wire brush before hand - more is better.

have personally had most success with a impact driver.
prepped the same; have twisted plenty of the M5 fasteners using a ratchet drive.
using a impact driver have had no twisted/ sheared off flare retaining bolts.

as to why you would pull the OEM flexy black flares just to paint them is beyond me.
However beauty is in the eye of the beholder & it is your heap & i hope you enjoy it

I wanted to paint them as mine are color matched to rest of car.... And faded........ I only have 235/75's on there at present and if there wasn't any holes in sheet metal I would have liked the clean look, but alas you inform me there is so may leave them on and mask around and paint them black with bed liner or something similar for that industrial look
