Can you post a link to that regulation? It always used to be 50mm total lift, which included up to 15mm from increased tyre size.

I believe Pipes is correct. The NCOP is a national document to frame state regulation and states that have adopted it are saving 50mm which includes tyre height increase. However, I believe this applies to new vehicles and not retrospectively to those covered under previous rules. To be safe stick with the 50mm but many people on here are over that, myself included. KJs rarely ever get defected as they don't attract attention but in an accident the insurance company might zero in on that.

The diameter increase is the same for all vehicles providing the speedo is corrected to suit. The increase in width and track are where they differ. 50mm total track increase for a solid axle and 25mm for IFS. Tyre width increase is 50% allowed for solid axle and 30% from memory for IFS.

From memory they do rub on the pinch seams even with a 50 mm lift. should be close to legal at 31" & std at 29" but double check your exact diameters.
