That is ~ 4.3l/per 100km. It is going to take a lot to get to that.

I think Manufacturers will create a base gutted out version of every model that will achieve this goal that few would buy and then have optional extras for the models that you would buy.

IIRC OB was in election mode when he made that announcement.
