Very good point - how many TJ's have lifted & fitted 35"s, but done nothing for improved braking or improved rollover protection?
Back to the OP's question (although most of it's been answered) here's the things I think you need extra to complete the "kit":
Front panhard, extended brakeline, bumpstops, front swaybar disconnects (not extended links).
Then I'd suggest the following to run 35"s:
SYE+D/shaft, Rear upper adjustable arms, shock relocation brackets, flares, 4.88 diff ratios (+lockers?), 15x8 rims,
Lastly with 4" lift a rear adjustable panhard is preferable and is getting into the range that a long arm is a better solution if you casn stretch the budget.
