I just had a quick skim through the 99 fsm, the blue wire is positive and the black is gnd, if you disconnect this wire you can measure the continuity of the fan motor by connecting the red probe to the blue wire running to the fan and the black probe to gnd, you should get a reading on ohms...
I checked my spare fan and it's approx 7ohms.
If you get similar then reconnect the fan, switch the meter to DC volts and measure the voltage at this same point with the A/C on, you should get approx 12v.
