Theres a reason the ADR was amended in 2006 .... possibly because an under-reading speedo was able to be
offered as a defence in court ...
And whilst vehicles made after that ADR was introduced may meet the requirement .... Vehicles made in prior years may not.

accidently" mutilate a puppy or kill someone because of their "state of mind" ......
Yet a motorist cant "
accidently" exceed the speed limit by 4% over the posted limit because of their "state of mind" ....

Lazy beaurocrats also seem to be a major issue .... adopting "new world order" (
sarcastic use of the term) regulations and requirements ... simply because its already nicely written out out in a U.N. document that can be photocopied ...... instead of thinking through, and understanding the need for .... and implementing Australian suited ones.
The transport industry is also putting forward that passenger vehicle speedos are the main reason for complaints of tailgating B-Doubles etc.
Since the ADR wont allow a under-reading percentage ... the speedos
WILL show a higher reading to allow for variation.
100kph in a passenger vehicle
may only be 95kph .... whilst the semi behind is travelling at a "true" 100kph as defined by its hi-tech speed measuring systems.
