Just sounds similar to many Yank and some Japanese vehicles.
Most Euro makes the relationship between brake and throttle are close to the same level for safety, and ultimately better driving comfort.
The first time you drive a vehicle that requires you to lift up off the throttle to get to the brake it is very very obviously not ideal, however, like said above you do get used to it.
Whilst the Range Rover (classic, mine was a 1993 vogue plus with air suspension) is not the best example as it's throttle is a bit below the brake, where they are good is very long throttle travel, it could be mistaken for being different as you get close to the floor, but in fact it is not, it is just that you need to move the throttle a long way to get a much smaller movement at the throttle body, you soon get used to this in the cabin and when off road particularly going slow in the very rough it means you can hit a bump that bounces you and your throttle foot, but does not jerk the car as you need to push the throttle pedal a long way to effect the car. An excellent feature. The XJ on the other hand if you are going over very rough county takes quite a bit of concentration not to jerk the throttle, you need to be ever ready to lift if you hit a bump.
