Rating: at least IP67 (68 would be great but you pay for it)
Lumens: the more the better but make sure they are actual output and not theoretical output
Watts: the more output the better as far as I know
LEDS: CREE seems to be the way to go and how many you are getting. Single row double row etc etc
I imagine the type of boards these are mounted on might help determine quality as well
Spread: spot light , spread light, combination, will also depend on what your needs are
Cooling: the more the better.

I wouldnt touch half the crap on ebay, i know alot of people are concerned about price but if it comes down to buying one based on price point your better off not buying one at all, most people i come across that complain about LEDs are people that buy cheap crap and expect it to be as good as the expensive units, there is a reason for difference in price, it has nothing to do with price gouging and has everything to do with quality, the brand of the SMD's quality of the drivers and other internal pieces and housings, lenses and seals and most importantly breathers, especially light bars, the amount of heat they generate if what ever your looking at doesnt have a breather on it be prepared for problems, but dont take my word for it, buy it and find out the hard way, i have spent thousands on led bulbs and light bars to find good quality units, 3 trips to China to visit factories and meet with suppliers, i would rather loose a sale than to sell something i wouldnt use myself.
By the way who is your house mate?

I'm very aware of the points you have raised and all are valid... You get what pay for !
But I have heard of ppl buying Cree etc from ebay and they give good reports on them... But I was not aware of light bars having breathers though.. Thanks for input.
