I'll swap the stalk anyway just in case after the Safari.
Not sure what else it could be other than a reflash (relay is controlled by BCM)
If the new stalk doesn't work I'll tap into the stalk loom and wire in my own relay

Raisins did you check that the wiring is actually there. You might have to look at the plug that comes from stalk part of the switch and see if there are the right wires on the loom side of the plugs. Also are the contacts where the relay plugs in actually there and wired. Presumably you'll check this in conjunction with then running new wires but you're right it could be a missing function in the BCM. Not as likely as say a missing dusk sensing function though so hoping your lucky.
