The biggest difference is that they are now liable for work they approve, they also need to maintain 7 years of run on insurance if they leave the industry in case something happens. As such the approved people are either rejecting it out of hand (3 companies so far don't want to know about it) or willing to do it for allot more than it cost before and on smaller tyres.

The other difference is that the roads authority is self insuring the scheme. On any claim, the excess payable by the certifier is $25,000 and they have told engineers they are likely to just process all claims, without fighting them.
So every certificate carries a potential $25,000 liability to the certifier, according to my engineer. Which effectively means destruction testing of components and each vehicle must pass ADR's set. But it now means that the same test that applies to a GTR Nissan, Porsche 911, etc, now must apply to a heavy four wheel drive.
My Jeep won't even do 160kms/hr, but now has to in order to assess braking performance.
