I use a gutter mounted antenna and the base unscrews so that it can lay flat against the roof. The antenna that is, especially usefull for undercover carparks. Its approx. two foot long and the range is just as good as any off those big expensive over length things. And its on top of the roof for better reception than on a bullbar or fender. At times i have had a range of 40 to 50kms quite easily. All that matters is how high is the tip. I also recomend any of the gme sets I have used them alot they are built to last.
There wouldn't be any legal problems that I can see. If it was protruding past the rear most point and was also sharp you may have an issue. But where that is you'd hit the bumper before hitting the aerial mount.
