crash testing the bar on a test rig and measuring deceleration to prove the bar is not too ridgid and will allow normal operation of the airbags in the event of a full frontal impact with a tree or another car but not an animal the size of a roo.
It's a compromis when designnig a bar, making it strong enough for a winch and an animal strike but not too strong as to effect air bag deploymet in a full frontal impact.
