Revisiting this, I'm not getting flashed or anything they feel a little high and appear to be slightly off whack from each other. I only have 1 x set screw on each light, on the passenger it sets the vertical, on the drivers it sets the horizontal, am I missing screws or something what is this?
Same setup in my '08. The screw on the front is just for left/right aim. The knob under the bonnet is on the back of the electric adjuster.
I often use the knofe blade of my Leatherman tool to turn it. Edge of the blade in the grip lines and then lever it a little at a time, when it is too hard to turn by hand.

OK will take a look, I'd seen guides like above but sounds like the yanks don't have the electric adjust and must be set differently.
