We regulary cross Skene in the snow & chains certainly aren't required, in fact quite to the contry, when it gets deep (1m+) we have found chains can even be a disadvantage.
Snow chains are misnamed as far as I'm concerned. They should really be called ice chains as that it what they are good for. With reduced tyre pressures snow gives relatively good traction. It's on compacted snow or black ice that chains are required & is the reason they must be carried & fitted at many Alpine resorts in Australia.

In the Alpine resorts the favored tyres are normally skinny with a deep straight All Terrain pattern. In deep snow up on Mt Skene for example we find an oversized Mud terrain pattern performs well. Swamper type tyres can be OK but I've seen them bury the car as they dig in very easy.
