Just remember all the other costs for getting up to 35's. SYE, diff gearing apart from wheels and tyres and the cost of the lift. Also, a lot of the more serious offroaders seem to be favouring not quite so high a lift these days. Gordo has reduced the height of his suspension lift to make the car more stable.
Better get in quick and do it though, cos the new lift laws sound like they are coming in sooner rather than later and once they do, you wont be able to get a 6" lift engineered.

Don't forget the problems with a kit designed for left hand drive.

And have you taken into account the freight, import duty and GST on the lift?

If (when?) these new rules come in, I believe they will affect all vehicles, whether mods done years ago or now. I also think you will struggle to get anything engineered now until the rules are down in black and white. If it was me, I would hang off until I knew what was happening down the track.

Potentially, 4wd's will be limited to 2" in tyres, 2" in suspension, 2" in body lift before engineering is required. Which means anything with a monocoque chassis will be limited to 4" in total. And again, I think getting something engineered will be difficult/EXPENSIVE!

This is my understanding, I may be wrong. Please let me know if I am.

Agree with the struggle part ... and have heard this around the traps.

My understanding is even worse; the way I understand it:

An engineering cert will be required for anything resulting in an overall height increase over 50mm/2"; so even a 2" lift and larger tyres (31s say) will in theory need engineering.
AND
Even with engineering cert, you'll be limited to 2" in tyre diameter (hmmm... 31s un-engineerable 8-0), 2" in spring lift and 3" in body lift.

And for an XJ, the total lift will be 3" not 4", as you only get 1" of height from your 2" extra diameter.

I know there are some differing interpretations out there, and some people are hoping the draft NCOP contains some typo's. It will be good (or bad) to finally get some clarification.
