If replacing the bumper bar under my thoughts it would fall under the bumper bar requirements and not specifically the bullbar. Have been looking for exactly that info on and off for a while and still have no definitive answer though!

Most everything regarding stuff like this is local state regulation based on ADRs. I believe ADRs require bumpers to be full width and cover the tyres.....there is even some requirement that a certain percentage of the tyre frontal area be covered by the bar.
I don't know anywhere that stubby bars are actually legal......but probably best off calling the local Roads and Traffic Tech Line for specifics.
As with the majority of state regs there are massive grey areas and as Leigh said your best bet is to contact the dept, I've been looking for the regs about jerry cans on the rear bar and can't find anything. What I have found is a lot of keyboard cops but they are all heresay.
