So the Jeep has had an intermitted injector 3 issue and if I reseat the cable all is good again and she'll run.
This evening the car was running well right up until I pulled into the driveway. It started running rough like it was missing and then stopped and threw a CEL.
I checked the codes expecting to see a P0203 but instead I saw a P1601. The WJ manual doesn't say anything but I found a KJ manual that says this:

When Monitored: With the engine running. During every 180° of engine rotation. Set Condition: The ECM determines that the capacitor voltage is out of range.

I did eventually see a P0203 but the 1601 keeps coming back.
I'm starting to suspect and ECM issue, anyone else have any other ideas other than battery?
