Bare minimum requirement is that you relocate your mirrors to the guards using relocation brackets, as one road rule that is very clear is that vehicles must have side mirriors.
There has been discussion here & elsewhere in the past as this topic seems to be a grey area with no clear answer or absolute statement of legality/illegality in design regulations, traffic or statute law. However in the event of being stopped by the police on the issue, the main points to consider as I remember were:
*Owners manual states that windscreen down & doors off is for off-road driving only, however the sticker on the freedom panel states
"WARNING: the top and doors of this vehicle are designed only for protection against the elements. Do not rely on the top and doors to contain occupants within the vehicle or to protect against injury during an accident. WEAR SEATBELTS AT ALL TIMES"
*Other road vehicles such as Mini Mokes and Jeep CJs to name a few were sold without doors fitted, so it's clear that not all vehicles must have doors to be road legal as some have suggested.
*As the JKs doors are not designed to be a structural element of the vehicle (see point one) other features such as the full-length ladder frame and high sill height combine to offer passenger protection from side impacts, as well as the roll cage structure itself.
As for other stuff the boys in blue may frown upon; cut-down stubby bumpers, wide wheels protruding outside the flares, high lifts, protrusions on bumpers like rock sliders or some accessories mounts and rod holders, etc.
Hope this has been some help.
