Champion, your wasting your money on 98octang. Its a low compression engine so stand 91oct will do.

I have a 2006 TJ 4 speed auto and got 432 ks, when filling up I put back 66 litres. That was city and highway driving. I think it has a 72 litre tank.

It's a 72L tank.

15L/100km is about normal (stop start is always going to use more fuel than hwy driving)

Owners manual recommends 91RON (or something worse)

If the Oxygen sensors upstream of the Cat are faulty you will run rich and use more fuel.

If everything is in order and you still want better economy, buy a Prius.

31"s won't help economy. But 300 is very low unless you are flogging it.
No the o2 sensor light should NOT be on. If it is it's because the o2 sensors are either: not fitted properly or need replacing.
either of this WILL likely result in higher fuel consumption.

im getting about 250kms to a tank atm moment but iv overheated the engine and is really low on compression and at times only running on 5 cylinders however even before that id get 300kms till fuel light and put 50L in on fill with 22L remaining in reserve in which i have traveled over 100kms with the fuel light on

If you are running 31.5" tyres without a speedo correction then that will account for some "lost" milage.

Also, I wouldn't bother with 98 - stick to 91.....it is an old motor and is better off on 91
