Honestly I gave up. I shimmed one so much that then the brake caliper rubbed on the rotor and there was still play despite all the shims. So I just accepted the play. Passed inspection. May not next time. I've tried everything. Shims, bearings of varying manufacturer, New plates, etc. Nothing works. I did get a 2nd hand axle and that worked on one side. I'll do that if I fail inspection on the other. It makes no sense to me and I'm generally able to come up with a theory somehow being an engineer.
All I can think of is the bearings inherent design is crap, as the automotive engineer advised me. They are slack in the bearing itself my design and they can't be preloaded.
