I'd say the worst would be on Fraser Island in Queensland (I know the thread is about on-road drivers, but 75 Mile Beach is gazetted as a Highway), but they are not from any Australian state.
They are drunk, stoned and reckless young English & Irish backpackers in rented and overloaded Troopies hitting washouts full-bore at 100+kmh at high tide on the beach and then carrying on about sueing Australia while lying in traction in Bundaberg Base Hospital at Australian taxpayer's expense.

Mainly due to the road rules are never the same from the place they come from , and not bothering to learn ours .

How do you know they're from another state? The only difference between here and WA is that you can do U turns at most traffic lights and the hook turn thingy.... or am I supposed to be running red lights too??

The merging thing for west australians has got nothing to do with the drivers, its the way the road is marked out. If we had a give way broken white line for merging right, the drivers entering the flow of traffic would give way to the right and indicate. But i believe WA's merging system works better than the east. Ive seen cars stopped in the left lane waiting to enter the flow of traffic in the east, this is not a good thing. West australians merging is a far superior system than that of the eastern'ers who are jealous of our system, so they tend to give us crap for it, cant have wa being better at anything now can we. And thats just me on merging, dont get me started on patience, courtesy, round abouts, turning right at lights.

What makes it worse is the road rules ain't the same in every state.
But that would be a smart thing.......oh well
