We do here. Passenger vehicles get inspected every 2 years (in my state...each state in the US has their own laws) for safety and emissions.

Commercial vehicles have to pass inspection every year.

Fortunately, because my CJ is more than 25 years old, it doesn't have to pass an emissions test

That's good, because AMC V8's are a little "fumey"

Our state laws vary regarding inspections some do, some don't but I am not away of any doing emissions testing on a regular basis...

If you sell a registered vehicle it has to have a safety certificate. Part of this I think covers the emissions test. But only gets done if suspected not to meet regulation.
If you are unlucky your vehicle could be stopped on the side of the road for safety and emission testing by transport department and stickered.

Thats some beut work there.
Is it common for CJ frames to be that bad or is it due to salting the roads or something over there?
I dont think its common over here.

It's common in certain segments of the US. Vehicle rusting occurs mostly in states that have harsh winters (yes, they DO salt the roads), or near the ocean (salt air).

Where I live, there's both: harsh winters, and the ocean.
