I have just changed my filter and ran an injector cleaner. Seems like the TPS on the diesel is called "accelerator pedal position sensor" and is located :
Accelerator Pedal Position Sensor (Diesel ,LHD) - BK Near T/O for ECM - C1, C2
T/O = Top Off ???
In my world that is the connectors on top of the throttle pedal
Anyone has a partnumber for it?

Ok... Since we all pointed out uncle Dan's diesel knowledge it a tad iffy I've done quite a lot of reading
And asked some people I know...
So I trouble shoot from cheapest to most expensive (can't really blame me)
Good you ran injector cleaner,the t/o has to do with the throttle (t being for throttle, o is your guess)
There is a couple of O2 sensors before the cat you might want to
Look at, make sure you are getting good connection.
Are you getting any misfire?

There are no cats or oxygen sensors on the diesel cherokee
Have you ever even seen one??? - might help if you are offering assistance to KNOW what you are talking about - if you don't then don't give wrong info which may cost other people money....

Hmmm, sorry all
I was just regurgitating info I read on NAXJA, didn't cross reference with anything else
they have a much bigger Diesel community than us, bearing in mind there is a few small diferrences between lhd and rhd models, you very well could post it on their forums...

This is interesting.
My XJ does not have a O2 sensor or a cat.
The 2.5 turbo was not sold in the USA so there is very little info about them on NAXJA.
Has the injector pump been worked on in any way? eg seal replacement? If so the body may have been moved a little. You could try moving the body back about 1/10 mm . Be careful though as this can cause high idle & rough running.
Does it idle normally when it has not been revved ? If you slow the revs gradually does it settle to a normal idle?
What is its idle speed?
Does it start to loose power when it is worked hard for a while, like accelerating to pass a line of trucks or accelerating up a steep hill?
My initial thoughts are a fuel delivery problem.
Best only take notice of people who have a VM diesel with electronic throttle.
There is a good VM diesel group on yahoo base in the OP's part of the world.
The motor was used in several different applications in Europe.

Thanks for all the help so far. The injector pump has not been worked on as far as I know. The tops have been replaced for about 35000km ago by the previous owner. All tops new. The engine now has 235000km. I have noticed that the idle often hang around 1100rpm before it after a while (could be several minutes) before settlling on the normal 750-800. This happens quite often, almost always. It does not have any misfires. It runs smooth as silk and is easy to start. But sometimes when I stop it using the key it runs some extra rounds before it stops (2-5sec). I have cleaned the sensor contacts with connection cleaner. At least the sensors I have located so far
In my diesel manual there is a few sensors that controls the injector pump.
TPS--------------------->|
Engine temp sensor------>| ECM |----->Injection pump---->Injectors
injector spring sensor---->|
CPS--------------------->|
