Default Remove key from ignition while shifter not in park

Hi all, I have a Wrangler about 4 months old, All I want to know is it normal to switch the ignition off while still in drive and be able to remove key from ignition. Wife did this the other day, rang me and said forgot to put Jeep in park at shopping center and now won't start even after putting shifter in park, after calling Jeep assist gets back in car and it starts go figure. I've tried it myself and key comes out of switch while not in park, just wanted to know if normal before taking to dealership, thanks

I can switch it off in drive, but can't remove the key until its in park. 07 CRD
