You're not misreading it if you are looking for legislated "permission" ... to drive with no doors on a vehicle designed to do so ... As there isnt any ... same as there is no rule that you must have doors ...

The ADRs specify requirements of locks, side impact protection etc ... when doors are a fixed component of the vehicle.

If there are no doors ... the ADRs are meaningless ... unless the doors are a structurally required component of the vehicle e.g. falcons, commodores etc .... and are not meant to be removed ... e.g. fitted with multiple bolts to the hinge / cabin.

Thats my take on it all any way .....

Struth you mean I'm going to have to get a set of doors for my CJ6 (which doesn't have any).......
Hmm now picture an MB with doors - yeeeaaahhh.......
And mini mokes are ugly enough.....
